16.1 The Government of Nepal or State Governments may appoint or designate Nepali citizens who meet the following qualifications as Seed Inspectors and Seed Analysts:
(a) Having passed at least bachelor's degree in agriculture from a recognized educational institution or having passed certificate level in agriculture and having at least ten years of experience in seed production,
(b) having passed the examination conducted by the committee,
(c) Clause (a): A civil servant who has reached the qualification (if he has received the approval of the office he serves |

16.2 Until the appointment of crop inspector, seed sample collector and seed analyst as per sub-section 16.1, the Government of Nepal or The provincial government may appoint qualified "employees under its authority or at the local level" to work as crop inspectors, seed sample collectors or seed analysts.

16.3 Subsections 16.1 and 16 Except in the cases mentioned in 2, no one shall inspect crops, collect seed samples and analyze seeds without obtaining a permit in accordance with this Act. The person who has passed must pass the examination conducted by the committee.

16.5 The person who has passed the examination as per sub-section 16.4, the prescribed fee before the committee to obtain a license to conduct business as a crop inspector, seed sample collector or seed analyst. 16.6 If an application is received in accordance with sub-section 16.5, the committee will issue a permit under the prescribed conditions and format after receiving the prescribed fee. The permit granted in this way shall remain valid for two years.

16.7 The permit granted in accordance with sub-section 16.6 shall be renewed as prescribed.

16.8 If the permit is not renewed in accordance with sub-section 16.7, such The permit will automatically be cancelled.

16.9 Other provisions related to the examination as per sub-section 16.4 shall be as prescribed.
